This is very likely a myth. The Bush EPA would never propose anything like this. The Bush EPA is too concderned with making things easy on polluters.

This just goes to show you how far the congress has gone off base regarding "global warming".
This is insane to say the least. And it is still and assumption, and not a proven science.

The EPA can not impose taxes on their own. They may impose some user fees, but not these. Congress must approve taxes.

They tried this for sheep in New Zealand and were soundly defeated. I hear it may be tried again.
