This is very likely a myth. The Bush EPA would never propose anything like this. The Bush EPA is too concderned with making things easy on polluters.

This just goes to show you how far the congress has gone off base regarding "global warming".
This is insane to say the least. And it is still and assumption, and not a proven science.
But in Washington, idiots rule.

Makes as much sense as paying farmers NOT to grow certain crops. And they've been doing that for years now.

The EPA can not impose taxes on their own. They may impose some user fees, but not these. Congress must approve taxes.

They tried this for sheep in New Zealand and were soundly defeated. I hear it may be tried again.

Gosh I hope they don't pass this. Next it will be taxes on humans and I'll have to give up the Mexican food.
